Your question: Does the tilted horizon add dynamism to the compo? is a quite good motto as a challenge to write a critique ... although I feel it may be quite a limitation.

I know that was not your intention when you asked for a critique.

First I must say ... YES ... the tilted horizon adds dynamism to the whole.
I would rephrase your question saying: the tilted horizon is the perfect counter point to the apparent randomly cloudy sky.

Nature is perfect with its "imperfection".
Humans just "adds" some tiny order.

The proportion shown between the tiny human construction and the Nature's true dimension is very well shown.

The cloud formation reminds us that there is free wind. The "green" electricity generators are just an "old" human discovery. Windmills are used for ages.

I like the choice of the blue tint giving the whole a cold feeling.

The composition is also enhanced by the spiral graphic movement that leads the eye of the viewer in an endless counter clock virtual movement.

The "verdict" is: EXCELLENT !
